福州市区建设用地节约集约利用综合评价 被引量:5

Synthetic Appraisal of Economical and Intensive Use of Constructive Land in Fuzhou City

摘要 在前人研究的基础上,根据数据的可获得性,选取福州市区2009年相关社会经济数据和土地利用数据,从土地投入强度、土地利用结构、土地产出率和土地利用状况4个方面,根据建设用地节约集约利用评价指标选取原则,选取9项指标构建福州市区建设用地节约集约利用评价指标体系,对福州市区建设用地节约集约利用进行了定性与定量综合评价研究.结果表明:福州市区建设用地节约集约利用水平存在巨大的内部差异;建设用地节约集约水平与经济发展水平基本一致;建设用地产业结构不合理制约了建设用地节约集约利用水平.文章针对福州市区建设用地节约集约利用存在的问题从产业结构优化、土地市场管理、各项规划实施和法律法制完善实施角度提出提高建设用地节约集约利用水平的相关对策和建议. Based on the previous studies, we chose the data from four aspects of land input intensity, land use struc- ture, land output rate and land use situation including nine indexes related to social economy and land use in 2009 to build the evaluation system of synthetic appraisal of economical and intensive use in Fuzhou City according to the select- ing principle of evaluation index of economical and intensive use. We made the qualitative and quantitative overall merit research about economical and intensive use of Fuzhou. The results showed that, there is huge difference of the level of economical and intensive use among these districts; The level of constructive land use is equal to the level of economic development; The unreasonable industrial structure of construction land limits tile level of constructive land use economy and intensity. We put forward suggestions from four perspectives of industrial structure optimization, land market man- agement, the plans implementation and the laws and regulations improvement and implementation in connection with the problems of economical and intensive use to raise the level in Fuzhou city in this paper.
