摘要
实行城市土地证券化 ,能够增强城市政府调控土地市场的能力 ,为改善城市基础设施筹集资金 ,为中小投资者创造一种新的投资机会 ,并能降低银行土地贷款的风险。在分析土地证券化涵义及其运作模式的基础上 ,借鉴美国房地产证券化的经验 ,可以充分认识我国实行城市土地证券化的意义及可行性 。
Urban land securitization can not only enhance the city government’s ability to regulate land market,but also finance urban infrastructure.It creates an investing opportunity for middle and small investors.It can reduce commercial banks’risk of land loan.Based on the analysis of land securitization and its operation models and on the experience of estate securization of the U·S·A ,this article discusses the significance and feasibility of urban land securitization in China.A scheme of urban land securitizatin in China is also given.
