摘要
80年代中期以来 ,农民负担问题逐步上升为诸多农村问题中的首要问题。农民负担问题的表面现象是农民负担过重 ,但实质在于农民负担体制的不合理上 ,农民负担沉重的原因在于农村公共分配秩序不规范 ;在于农村基层制度即现行的财税。
Since the middle of 1980's,the problem of farmers' burden has stepped upward to the first important problem among many rural problems. The superficiality of this problem is that farmers' burden is too heavy, but the essence of it is the unreasonableness of the system about farmers' burden. The reason of the farmers' heavy burden lies in many aspects, such as the order of rural public distribution is not standard, the rural basic level system, namely the current system of finance and administration, is not standard; the possession of rural collective property right is not clear, and so on.
