摘要
和谐社会视角下地方预算编制的内在基本要求是地方政府对公共产品的提供能够充分反映辖区居民的偏好,而实现地方预算编制中政府与人大自主权的合理归位是确保行政机构根据辖区居民的实际需求提供公共产品的关键。本文从和谐社会视角下地方预算编制的基本要求出发,就地方政府与地方人大自主权的缺失问题进行了深度、客观的剖析。
In the perspective of Harmonious society,the basic requirement of local budgeting is that the supply of local public goods can fully reflect the demand preference of local resident.And the reasonable homing of budgeting independent authority of the local government and national people’s congress is the key point.This paper,according to the basic requirement of the harmonious society to local budgeting,makes a depth and objective analysis on the deficiency of the budgeting autonomy
