摘要
提高农业科技、装备水平和综合生产能力、增加农业产品供给、改善农民生活，是农业和农村发展的跨世纪目标之一．如果不增加农业投资，很难实现这一目标．增加农业投资的对策思路主要是：实行工在平等发展战略，制定和执行适时又有针对性的政策，强化农业投资约束机制，深化在地产权制度改革，拓宽资金来源，改善农业比较利益，调动各投资主体增加农业投资的积极性．
It's one of the aims of agricultural and rural improvement to improve agricultural technique, equipment-level and overall agricultural productive power; To improve the supply of agricutural production and to improve peasents' living condition.It's diffrcult to reach the aim unless increasing the agricutural investment. The main idea of the countermeasure to increase agricutural investment is to follow the policy of simultaneous development of industry and agriculture,formulating and exercising the timely and aiming policy, strengthening the restraint-structure of agricultural investment; deepening the reform of land-prorerty right system widening the source of capital; increasing compare-profit, mobilizing the enthusiasm of every invester to increase agricultural investment.
