摘要
中国作为一个世界上最大的发展中国家 ,它的可持续发展问题的实质是其现代化进程能否持续下去 ,进而最终实现现代化。中国的现代化对矿产资源的需求趋势及矿产资源的严重匮乏将导致我国现代化中断的现实 ,突显出我国矿产资源战略必须实行大的调整这一紧迫的问题 ,改变目前现行的主要依靠自己的力量 ,开源节流 ,利用两个市场、两种资源的保障格局 ,转向利用国外资源为主兼顾利用国内资源为辅的资源保障战略。本文对国内矿产资源的现状及战略大调整的必要性、紧迫性、可能性、调整的误区等方面做了论述 ,以期排除不切实际的说法 ,储备好本国矿产资源 ,为子孙后代留下生存空间 ,使我国的现代化进程持续发展 ,成为 2
As the biggest developing country, the central point of modernizing construction is whether China's sustainable development will continue. China is faced with a reality that serious deficiency of mineral resources, which will result in suspension of modernization. It is obviously indicated that China's mineral resource strategy must be adjusted. The present pattern that through one's own efforts, tap new resources and economize on expenses, utilizing domestic and foreign markets mineral resources should change, that is: it will give priority to using foreign mineral resources while using domestic resources as supplemantary. The present situation of mineral resources in China, essentiality, urgency, possibility and unreasoned adjustment, etc. are discussed in this paper. Meanwhile, it eliminates impractical versions and reserve our mineral resouces to leave it for posterity, making China's modernization sustainable development and China become a great powerful nation of the 21th century.
