10年改革,我国初步奠定了建立全国统一市场的基础。但随着“双向分权”向行政性分权倾斜,造成地方权力强化、市场割据、地区封锁等不正常现象,使市场主体构成、商品流通渠道、市场组织方式日趋复杂,流通秩序出现紊乱。特别是1990年以来。
This article holds that since 1990 many regions, in order to develop local market, have employed economic means and administrative power and taken different local protective measures, which have strengthen the local blockade and division in market, prevented the factors of production from moveing crosswise. As a result, the trade friction and interest conflict among regions continue to escalate, inter-regional trade barriers quickly spread through the country. All of these affect serionsly on the cooperative and orderly development of macroeconomy in China. The purpose of this article is to deeply and systemly probe into the local blockade's formation, danger and administrative countermeasures.
