摘要
土地适度规模经营有利于土地集约利用、提高土地产出率、实现农民增收和转变农业经营方式,进而促进农业现代化的发展。但从全国范围来看,目前土地适度规模经营仍处于初级阶段,为加快土地适度规模经营进程,对土地适度规模经营所受到的制度性因素(户籍、农村土地流转、农村社会保障和农村金融等制度)进行了分析,并有针对性地提出了促进土地适度规模经营的相关制度性对策。
Moderate land-scale operation is helpful for the intensive use of land,raising rate of land output,increasing farmer income,transforming the mode of agricultural operation,and promoting agricultural modernization.However,moderate land-scale operation is still in the primary stage of development overall at present,which is systematically affected by the household registration system,the circulation of rural land system,the rural social security system,and the rural financial system.The author makes a deep analysis on institutional influencing factors,and puts forward interrelated countermeasures for moderate land-scale operation to speed up its process.
