摘要
受人口老龄化等诸多经济、社会因素影响,退休制度改革成为国际热点。新的时代背景下,我们需要对退休进行新的认识和界定。发达国家通过将弹性机制引入退休制度框架,提高了退休制度的灵活性,在遏制提前退休、激励延迟退休、提高老年劳动参与率方面,取得了一定成效。我国退休制度改革日渐步入公众视野。为建立适应中国国情的弹性退休机制,需要深入探讨西方国家弹性退休制度,深入分析我国建立弹性退休机制的特殊约束条件,为弹性退休机制设计做好理论上的先行准备。
As the social - economic context changes and the population ages, reform of the retirement system is becoming a hot topic all around the world. We need fresh new ideas about the concept of retirement in this new context. By introducing flexibility into retirement and pension systems, developed countries have achieved a more flexible retirement regime, which can encourage deferred retirement, keep the fallbaek of early retirement within limits and improve the old - age participation rate. The revolution of China's retirement regime attracts more and more public attention. We can introduce flexibility into our retirement system only on the basis of observing flexible retirement in developing world and analyzing our country's unique constraints on a flexible retirement system.
