人力资源、社会保障与经济增长——以南通市为例的实证检验

摘要 新经济增长理论的兴起证明,物质资本并不是经济增长的唯一源泉,经济增长是由物质资本、人力资本、技术进步等因素共同决定的。这为我们研究人力资源、社会保障与经济增长之间关系提供了新的分析路线。在总结和借鉴国内外已有的成果基础上,对1997年社会保障制度改革以来南通市人力资源概况、社会保障支出情况进行了简要评估,以生产函数为理论基础,以地区生产总值为被解释变量,分析人力资源、社会保障支出、固定资产投资等要素对南通经济增长的贡献。结果表明,推动南通经济发展的人力资源因素,已由数量型向质量型转变,加大社会保障投入、提高人力资源素质对经济增长具有重要意义。 The rise of new economic growth theory proves that physical capital is not the only source of e-conomic growth, it is jointly decided by the physical capital, human capital, technological progress and other factors, which provides a new route to analyse the relationship among human resources, social security and eco-nomic growth. On the basis of concluding and drawing experiences from both at home and abroad, this paper makes a brief assessment on the general situation of human resources and the expenditure of social security of Nantong city since its social security system reform in 1997. With the production function as its theoretical basis, the GDP as dependent variables, it also discusses the contribution of human resource, social security expenditure and fixed assets investment to Nantong' s economic growth. The results show that the human resource factors that promote Nantong' s economic development have shifted from quantity-oriented to quality -oriented, and to in-crease the input of social security and improve the quality of human resources are of great importance to the eco-nomic growth.
