摘要
政府与企业作为两种不同性质的公共组织,他们之间并非简单二元对立,而是相互依存、互为补充的伙伴合作关系。正因如此,决定了体制转轨过程中政企关系始终是牵动政府和企业神经的关键问题。市场化进程中,中国的政府与企业之间关系转型是与经济体制转轨同步进行的,沿着逐步脱离计划经济体制下的"父子关系"而向现代市场经济体制下"伙伴合作关系"方向演变。而且这种转型带着明显"中国特色"和时代特征:要求把公有制与市场经济、计划与市场、历史与现实、传统与现代、改革发展与稳定等性质不同的事物有机地统一起来。也正因如此,决定了政府与企业之间关系转型方式只能是通过执政党和政府主导的若干这样或那样的政策变革,并经历了不同利益取向的民众之间反复博弈,最终在共产党领导下局部推进、双轨过渡,体制内与体制外相结合,逐步向市场经济过渡或演变。
Government and company, as two different public organizations, are not opposite but interdependent and complementary. During the process of marketing and economic transition, the relations between government and companies transformed from parent- ehild relationship in the planned economy to partners in market economy. This transformation is tinged with "Chinese characteristics" and the features of times: the organic integration of the opposites such as public ownership and market economy, planning and market, history and current reality, tradition and modern, reform and stability, and so on. During the process, all of these factors determine the leadership by the CPC and the government to go through the stages from games among peoples with different interest, promotion in some areas, double-channel transition, integration of interior and exterior systems, and the evolvement to market economy.
