摘要
国际性犯罪尤其是跨国犯罪、非跨国涉外犯罪的发展是以国际物流链、人流链、金流链、信息链为基本条件的。一个国家或地区经济和社会的全球化程度越高,其国际性犯罪发生和蔓延的机会条件也就越充分。中原经济区的全面建设势必要求各行各业加强与国际物流链、人流链、金流链、信息链的广泛连接。在治理能力相对不足的状态下,外国、港澳台和沿海地区的国际性犯罪则会向中原经济区转移,使该区域的国际性犯罪呈蔓延之势。未雨绸缪,相关省份特别是河南省应积极开展国际性犯罪和涉外刑事司法、涉外警务理论研究,加强涉外刑事司法和涉外警务体制、机制和队伍建设,培养涉外行政、涉外刑事、涉外警务人才。
International crimes, transnational crimes or alien -related crimes in particular, develop with the international movement of logistics, human resources, currencies, and information as well. The higher the degree of globalization of national or regional economy develops, the greater the possibilities of the occurrence of interna- tional crimes would be. The construction of Central Plain Economic Region meets with the breeding conditions of international crimes. Hence, precautions should be taken in relevant provinces, esp. in Henan province, against the occurrence and spread of such crimes. Researches should be actively made into the fields of international crimes, alien - related criminal justice, and international policing, while measures taken to cultivate personnel spe- cialized in international policing areas.
