摘要
灾害问题是制约西部民族地区发展,并导致其难以摆脱贫困落后面貌的重要原因,而现行减灾模式亦不利于西部民族地区的灾害治理。因此,亟需高度重视西部民族地区的防灾减灾工作,树立发展与减灾同步、减灾与脱贫相结合的新理念,在兼顾西部民族地区特殊性的前提下,通过科学规划国土资源开发布局、推进针对灾害问题的综合治理等措施,切实减轻灾害因素对西部民族地区发展的负面影响,最终促使西部民族地区走上健康、持续的发展之路。
The disaster problems are one of the important factors which restrict the development and result in the poverty in western ethnic areas of China, however today's mode of disaster alleviation is not fully good for the disaster treatments in those areas. So, we should pay great attention to the work of disaster alleviation and prevention, as well as set up the new ideas of the synchronization of development and disaster alleviation, and of the combination of disaster reduction and poverty alleviation. In addition, on the basis of paying special attention to those areas, we should practically reduce the disaster's bad effect through some measures, such as scientific designs of the development and configuration of land and resources, promotions of the comprehensive treatments for the disaster problems, and so on, in order to finally realize their continuous and healthy development.
