摘要
为掌握我国全社会公路运输温室气体排放总体情况,有针对性地采取公路运输节能减排政策,在借鉴国外公路运输温室气体排放量化典型方法的基础上,结合我国能源消耗、交通活动、公路运输车辆等发展现状与特点,提出了建立公路运输温室气体排放清单的3种方法。在对这些方法进行基础数据需求分析的基础上,进行了方法间的对比研究,并根据方法灵活性和结果可靠性等因素,推荐在我国目前阶段可以采用基于能源消耗的方法计算公路温室气体排放总量,基于交通流数据的方法建立不同地域、不同公路类型和不同车型排放清单的方法。最后通过对数据需求的分析,证明了这种方法的可行性。
In order to master the overall situation of greenhouse gas (GHG) emission of road transport in China and take adaptive countermeasures of energy saving and emission reduction of road transport, based on referring the typical vehicles' GHG emission calculating method in foreign countries, combining present situation and characteristics of domestic energy consumption, traffic activities and road transport vehicles, 3 methods for establishing GHG emission inventory of road transport are put forward. After analysing basic data demand of these methods, comparison of these methods is performed. According to the factors of the flexibility of the methods and the reliability of the results, it is recommended to use the method based on energy consumption for calculating the total GHG emission, and to use the method based on traffic flow data for establishing the emission inventories in different regions, highway types, and vehicle types. Finally, by data demand analysis, it is proved that the recommended method is practicable.
