摘要
针对我国在水源地生态补偿方面存在法律、政策上的差异,致使缺乏符合我国国情的水源地生态补偿机制这一情况,从公共产品产权理论出发,分析了水源地生态补偿机制构建的理论内涵,在详细分析重庆市水源地生态服务功能的基础上,提出水源地保护生态补偿机制的实施政策建议。通过对重庆市水源地生态补偿机制的探索,有助于加强我国水源地生态补偿的有效管理,对水源地管理和保护具有积极的理论与实践指导意义。
In the light of the differences between laws and policies on the ecology compensation of water sources in China and the situation of lack ecological compensation system suited for China~ actual conditions, based on the public product theory of property rights, the theoretical connotation of ecological compensation system was analyzed and the service function of ecological compensation system in Chongqing water re- source was elaborated. Several policy adviees on the implementation of water source protection in the ecological compensation mechanism were put forward. The research on ecology compensation system of Chongqing water sources will promote the effective ecological management of wa- ter sources area in China and has theoretical and practical ~uidance for water sources area management and protection.
