摘要
流域水资源的可持续利用与管理已成为保障区域经济、社会可持续发展的关键要素。本文结合域管理绩效的概念与内涵,以流域保护、改良、利用三个准则为框架,以实现流域可持续发展为管理目标,构建了流域管理绩效评价指标体系,分别以Analytic Hierarchy Processt和贴近度为评价方法,对流域管理绩效实施动态与静态相结合的综合评价。通过沁河流域应用实例表明,本文所建立的指标体系及其量化综合评价方法是有效的。
Sustainable use and management of river water resources become crucial factors to sustainable development of regional social economy. This paper demonstrates the concept and connotation of river management, and establishes a quantitative evaluation index system of performance for river management in the frame of three standards, protection, improvement and utilization. The aim of this system is to implement sustainable development of river. It provides comprehensive evaluation and quantification of management performances with a static evaluation method of ANP and a dynamic evaluation method of the closeness. Application to the Qin River basin shows that the system is effective.
