摘要
中国加入WTO后,尽管电信市场在一定程度上要向外资开放,但中国电信业面临的挑战却十分有限,这是由于外国企业不能独资经营,合资企业里外资比例又不能超过中资,且开放时间有一定的伸缩性。但这样一来,在压力减少的情况下,中国电信业的改革可能失去动力。中国电信业应看到差距,采取各种适当的措施,继续椎进电信业的改革。
After China' s entry into WTO, the telecom market in China will open to foreign capital to some extent; however, the Chinese telecom in-dustry will only face limited challenges due to the fact that solely foreign funded operation is not allowed and the proportion of foreign capital in joint ventures cannot exceed that of the Chinese partner. Less pressure may result in possible loss in reform impetus. Various appropriate measures should be taken to boost the ongoing telecom reform in China.
