摘要
水功能区是在综合考虑区域水资源本底条件、开发利用现状以及需求特征的基础上在相应水域内划分的具有特定功能的区域。传统水功能区划方法以主干河流廊道为评价和管理对象,对坡面系统对河流的侧向影响考虑不足,进而影响最严格水资源管理工作的开展。本文以山西省为例,以基于河段定义的水功能区为基础,以河流水系产汇流关系为纽带进行了水功能区的空间扩展,探讨了进行"坡面-河道"综合水功能区划的适用性和可行性。通过与传统水功能区划成果中功能类型的组成结构进行对比,认为"坡面-河道"综合水功能区划结果具有其合理性。本文还给出了山西省各地级市水功能区划类型面积隶属矩阵以及山西省水质现状和水质保护目标的空间分布情况。
Water function area is a region with certain functions, which was determined based on back- ground, development status and demand characteristics of water resource. The traditional method of water function area division regards river corridor as management objective and does not describe the influence of slope system on river sufficiently. Based on the reason above, the traditional way of dividing water function area has negative influence on water resource management. In this paper, by taking Shanxi Province as an example, the applicability and feasibility of ＂slope-river＂ integrated water function zoning are discussed. With the water function zone is spatially expanded. By comparing compositional structure of function type in the conventional water function zoning, the results of ＂slope-river＂ integrated water function zoning prove to be reasonable. The area affiliation matrix of the water function zone types in different counties of Shanxi Province is proposed. The spatial distribution of current water quality and its protection targets are also put forward.
