摘要
体育腐败已成为世界性的难题。近年来,伴随着我国体育系统市场化改革的不断深入,体育领域的腐败现象逐渐呈现出易发多发趋势,体育腐败的社会关注度也越来越高,体育系统廉政风险形势非常严峻,呈现出领域的广泛性、行业的特殊性、类型的多元性和影响的社会性等特征。从总体上,当前我国体育系统廉政风险防控还存在顶层设计不够完善、制度机制不够健全、技术操作层面缺乏针对性等难题。因此,必须完善体育系统廉政风险防控的顶层设计,健全预防体育系统廉政风险防控的制度机制,完善体育系统相互制约协调的权力结构与运行机制,启动中国特色的体育伦理工程建设,强化体育公共精神,推动体育管理体制的分类改革,降低体育系统廉政风险发生的概率。
Sport corruption has been a worldwide arduous problem. In the recent, with the development of sport marketization reform, corruption in the sport system has occurred easily and frequently and close attention been payed by the public. The integrity risk situations in sport system are very rigorous and featured by widespread in fields, particularity in the industry, diversity in pattern and sociality in the society and so on. However, it still faces some difficulties such as the imperfect top design, invalid system and mechanism and ineffective operation processes. In order to propel the prevention and control mechanism of the integrity risk in sport system, we must take some measures to perfect the top design of the integrity risk, to establish the system and mechanism of pre- venting sport corruption, to construct the project of sport ethics to consolidate sport public spirits, to carry out classified reforms of the sport administration to reduce the probability of sport integrity risk.
