摘要
利用外资进行基础设施建设是改革开放的产物 ,随着引进外资经验的积累 ,利用外资也从片面追求引资数量逐步过渡到同时考虑引资成本。广东省从这方面进行了积极探索 ,从传统的中外合作、中外合资转为向国内国际市场直接融资 ,从而降低引资成本 ,实现滚动发展。
