摘要
在文献研究的基础上,对跨边界政务信息共享理论进行了概述,并介绍和评述了四种跨边界政务信息共享模型。从组织和管理视角、政治和法律视角及信息和技术视角对跨边界政务信息共享的影响因素进行了归纳总结,得出国外跨边界政务信息共享还存在以下四个值得进一步研究的问题:一是未突出"碎片化"的行政体制的负面影响,二是对影响因素的研究不够深入,三是缺乏对影响因素内部关系的研究,四是理论模型和研究结论的可复制性、适用性和生存性有待商榷。
On the basis of literature review,the author summaried the foreign theories about cross-boundary government information sharing,and then introduced and reviewed four kinds of information sharing models.According to the literature,various factors from organization and management perspective,political and legal perspective and information and technology perspective can influence cross-boundary government information sharing.The authors pointed out that the following four aspects were worth to research.Firstly,the negative influence of the fragmentized administrative system had not been emphasized.Secondly,researches on factors didn＇t go farenough.Thirdly,researches on the internal relationship between factors were lacked.Fourthly,the replicability,applicability and survivability of these theoretical models and research conclusions were needed some further studies.
