摘要
大都市发展转型的实质是从外延式发展向内涵式发展的发展模式转型。大都市发展转型主要在经济、政府和社会三个领域展开,三个领域的转型尽管是一种平行展开的关系,但是政府转型在其中处于主导地位。大都市政府转型是一种结构式的转变,只有通过动态、系统的政府治理机制创新才能实现,这需要从促进大都市多元治理主体的合作共治、大都市政府治理过程的主动调适和大都市政府治理方式的信息化等方面着手。
The nature of metropolitan developmenttransformation is the transition of mode from extensive development to intensive development. Metropolitan development transformation is mainly embodied in such three fields as economy, government and society. Although the above mentioned three fields of transition are advanced in parallel, the transformation of the government occupies a leading role. The metropolitan government transformation is a kind of structural change, which can be achieved only through the dynamic as well as systematic governance innovation. In order to realize the innovation of metropolitan governance mechanism, it is necessary to promote the cooperative governance of diverse metropolitan governing subjects, advance the active adjustment of metropolitan governance process and promote the informationization of metropolitan governance mode.
