摘要
矿农问题已成为影响资源型地区发展的一个不容忽视的问题。运用非完全信息博弈和动态博弈的方法对矿农问题产生的原因进行了研究,分析了淮南矿区"市矿统筹,共建和谐矿区"的实践效果。结果表明,地方政府与企业建立新型关系以及政府职能的转变是解决矿农复合区问题的关键,并提出了"用法律规范双方的权力关系,改革政绩评价体系、构建良性的奖惩机制,建立健全监督机制、加强责任追究"的解决措施。
The relationship between the mining and agricul- ture has become an issue influencing the development of re- source- based area. In this paper, the causes of problem be- tween the mining and agriculture are studied by using incom- plete information game and dynamic game methods, and the practical effect about ＂overall consideration of city and mine, building a harmonious mining area＂ in Huainan mining area is analyzed. The results show that the establishment of new relations between local governments and enterprises and the transformation of government functions are the key to solve the problems occurring in composite mining and agriculture area. Some measures are put forward, such as using the le- gal standard to specify the power relationship of the central government and local government, reforming evaluation sys- tem of achievements in one＇s official career, constructing avirtuous system of rewards and penalties, establishing and perfecting the supervision mechanism, strengthening investi- gating and affixing responsibilities.
