摘要
随着全球变暖态势的日益严峻,技术进步对东道国碳减排的重要作用日益引起各方重视,而在开放经济条件下,一国的进口贸易往往会对东道国产生技术溢出效应,进而会提高东道国的技术水平。那么,一国通过进口贸易获取的技术溢出效应对本国碳排放的影响程度如何?本文基于1995-2009年我国大陆地区29个省市自治区的面版数据,使用面板协整模型,对进口贸易的技术溢出效应对我国碳排放的影响进行了估计与检验。研究结果表明:进口贸易的技术溢出效应对我国的碳排放产生了显著的抑制效应,进口贸易的技术溢出存量每增加1%,则碳排放会相应减少0.513%。在分析其中原因的基础上,本文建议:为了更好地吸收利用进口贸易的技术溢出效应来实现我国的碳减排,应该在继续深化对外开放,鼓励增加进口贸易额的同时,进一步优化进口商品结构,尤其是增加技术密集型设备、高技术含量的中间产品及最终制成品等的进口份额,鼓励进口后的消化与吸收。
With the increasingly serious global warming, more attention is paid to the effect of technical progress on carbon reduction. Under the open economy, a country' s import trade will generate technology spillover effects to the host country ;thus import will improve the technical level of the host country. So how much does the import' s technology spillover affect a country' s carbon emissions? For this purpose, based on the 1995 -2009 panel data of China mainland' s 29 provinces, this paper uses the panel cointegration model to find out the influence of import trade' s technology spillover on the carbon emissions of China. The result shows that: import trade' s technology spillover effects plays an inhibitory effects to the carbon emissions. Import trade' s technology spillover stock increases each 1%, the carbon emissins will be reduced accordingly 0.513 %. This paper suggests that in order to absorb and use the import trade' s technology spillover to reduce the carbon emissions in a better way, we should optimize the structure of the imported goods especially increasing the share of import of technology intensive equipment, high-tech intermediate products and processed goods and encourage the digestion and absorption of the import goods.
