摘要
该项研究目的在于探究退耕还林背景下吴起县农户1998-2011年相对贫困的动态变化趋势、原因及其解决办法。以人均总资产作为农户年收入和资源禀赋拥有状况的代表指标,以贫困发生率H,贫困缺口指数I,Sen指数,FGT2指数作为贫困状况分析的指标体系对吴起县农户1998-2011年的人均总资产以及相对贫困状况进行了分析和测算,并通过考察贫困群体内部特征以及吴起农村整体和贫困群体的基尼系数对相对贫困动态变化原因及解决办法进行了探究。研究发现:退耕还林实施前后,吴起农户人均总资产持续增加、农村产业结构正在改进、农民资产偏好正由持有储蓄转向持有固定资产变化;而吴起农户相对贫困的动态演化呈现先减少后增加的"U"型变化趋势,相对贫困的广度、强度和深度也都呈现类似变化;贫困的主要表现形式为贫困群体相对人均固定资产产值较低;贫困动态变化的主要原因是吴起农村整体收入分配的不平等;而贫困群体内部人均总资产水平过于平均,缺乏发展动力是贫困群体经济难以改善的重要影响因素。因此,文章给出了应该适当加大贫困群体内部收入差距,分阶段实施扶贫计划,提高贫困农户自身能力以及完善社会保障制度等政策建议。
The goal of this study is to investigate the dynamic trend of, reasons for, and the solutions to householders＇ relative poverty under the implementation of SLCP （Sloping Land Conversion Program） from 1998 to 2011 in Wuqi County. The study analyzes and calculates the per capita assets and the situation of relative poverty of householders from 1998 to 2011 in Wuqi County by using per capita total assets, resource endowment, poverty rate, poverty gap index, Sen index, and FGT2 index. The study also explores the reasons for and solutions to the dynamic trend of relative poverty based on the analysis of characteristic of poverty group and the calculation of Gini index of poverty group. The main findings are ： householders＇ per capita assets is increasing, rural industry structure has been improved, and the preference of households＇ assets is changing from saving to fixed assets under the implementation of SLCP ; the dynamic trend of relative poverty of households＇ shows an ＂U＂ style. The results also reveal that the form of poverty is the low poverty groups＇ fixed assets and the main reason for the poverty is the income inequality at the village level. The reason for the income inequality is lack of motivation and enthusiasm for labor. Thus, this study provides the plans for relieving the poverty level and recommendations for improving poor farmers＇ capacity and enhancing the social security system.
