当城市让生活变得糟糕,城市化行为就是应警惕的冒险了。大城市越来越像一个不堪臃肿的"病人",交通事故与拥堵仅仅是"病症"的表象,但本质上已是城市的无序化、非安全状态的代名词,城市品质与幸福感无从谈起,城市化更无法"升级",距安全发展目标愈来愈遥远。城市管理者应从国家安全乃至为"城市减压"等高度考虑安全健康发展的思路,特别要为城市留白,在创造持续发展的应急弹性空间时,为城市预留不同功能的可防御空间。
When cities turn life worse, urbanization becomes a risk-taking that should be handled carefully. Large cities are more and more like over-sized ＂patients＂ . Traffic accidents and jam are the symptoms of the ＂diseases＂ , they are actually representatives of urban disorder and insecurity. The quality of life and happiness of those living in cities are nowhere to be found and urbanization ＂upgrade＂ cannot be realized, thus cities are farther and farther from safe development. City administrators should think about the safe and healthy development concept from national security or even ＂urban pressure relieve＂ aspects, especially some margin should be reserved, so while creating flexible space of continuous development, defensive space of various functions should be set aside for cities.
