摘要
目前中国双跑道机场逐步增多,其中有些机场的双跑道高程差异较大,而国际民用航空公约附件14、空中航行服务程序-飞机运行(PANS-OPS)对跑道高程具有差异的机场内水平面设置都没有明确的规定,从而给此类机场的规划和净空管理带来困惑。在综合考虑机场飞行安全、周边规划建设控制和机场净空管理继承性等因素的基础上,提出了双跑道高程具有一定差异的机场内水平障碍物限制面的确定方法。
At present, more and more aerodromes are with configurations of the two-runways in China, and among them some two-runways have obvious elevation differences, while the current standards like Annex 14 of the Inter- national Civil Aviation Convention and procedures for Air Navigation Services- Aircraft Operation (PANS- OPS) don't give detailed provision on inner horizontal for above circumstance, causing some confusions and difficulties for such aerodromes on the planning and obstacle management. Based on the comprehensive con- sideration of aerodromes flight safety, planning and construction of the surrounding area and aerodromes clearance management inheritance, a methodology is established for determining the inner horizontal obstacle limitation surface for aerodrome of two-runways with altitude difference.
