摘要
西部大开发离不开法治准备和法治辅佐，并以法治发展为目标。对于法治的忽视，必将导致严重错误，甚至 将会付出意想不到的沉重代价。本文对西部大开发与法治建设之间的关系进行了初步探讨，
We cannot develop the west successfully without the preparation and assistance of rule of law, and must set the development of rule of law as its goal. With the neglect of rule of law, we are sure to make serious mistakes, even pay the heavy price. The article preliminarily prokbes into the relation betweenthe western development and the construction of rule of law.
