摘要
政府职能作为政府根据社会发展需要所履行的职责,体现了政府的行为方向和基本任务,它不是一成不变的,而是随着经济、政治和社会的发展而不断变化的。建设服务型政府是执政党执政理念重大调整这一举措在政府层面的体现,是对构建和谐社会方针的呼应与落实,也是今后一个时期我国公共服务与管理改革的方向。公共服务均等化既是这场改革的目标,也是检验其成效的重要标志。因此,需要从推进公共服务均等化的制度安排、财政政策以及成效等方面来对我国公共服务均等化的态势进行考察。
Governmental function is the duty that a government performs according to social development.Representing the behavior direction and basic tasks of the government,it＇s not invariable but keeps changing with the development of economy,politics and society.To build a service-oriented government is to meet the major policy adjustment of the ruling party,to enhance the construction of harmonious society and to guide the future public service and management revolution of our country.Equalization of public service is not only the aim of such revolution but an important channel to mirror its effect.Therefore,an investigation of public-service equalization in China can never be successful without observing relevant institutional arrangement,fiscal policy and their achievements.
