摘要
文章介绍了发展信息产业的两派观点 :技术创新论与比较优势论。本文认为不能把发挥比较优势与创新优势对立起来 ,批驳了比较优势论“发展劳动密集型产业可以内生出技术创新机制”的隐含论调 ,指出用金融资本买不回一个现代化。中国技术创新所面临的最大困难并不是缺钱 ,而是没有掌握关健技术的行业标准。在行业标准的形成过程中 ,比金融资本更重要的是人力资本 ,而比人力资本更重要的是信息资本。
This paper introduces two standpoints on developing informational industry:technological innovation and comparative advantage theory,and considers that utilizing comparative advantage is not contrary to utilizing innovation advantage.It criticizes the implicit argument of comparative advantage theory that developing labor intensive industry would endogenously develop the mechanism of technological innovation,and also points out that modernization can't be bought by financial capital.The greatest difficulty faced by technological innovation in China is short of not money but the industry standard of key technology.In the course of forming the industry standard,human capital is more important than financial capital,and what is more important than human capital is informational capital.
