摘要
以我国222个地级及以上城市为样本,以建设用地占该区域土地总面积的比例为土地开发强度的表征指标,运用泰尔指数和经济计量模型,探讨了1997年-2009年城市土地开发强度差异及其影响因素。结果表明,研究期内我国城市间土地开发强度总体差异明显,且东、中、西部区域内部开发强度的差异对总体差异的贡献率较大;城市间土地开发强度具有明显的空间集聚特征,形成了以长三角、珠三角、北京-保定-石家庄-邢台-郑州-洛阳为中心的高强度区域,西部地区开发强度相对较低;省会城市的土地开发强度普遍较高,且同一省域内不同城市之间土地开发强度差异也较大;城市土地开发强度差异随着城市规模的增加而增大。经济增长、城市化、产业结构与城市土地开发强度之间呈显著正相关,土地规划政策的影响尚没有体现,且不同区域、不同规模城市土地开发强度的影响因素存在明显差异。今后,应采取差别化的管控策略,促进转变经济增长方式,严格执行土地规划政策,合理推动城市化和城市产业布局,才能使城市土地开发强度保持在合理水平。
The development intensity of urban land is an important indicator of the level of sustainable land utilization of a city. A modest development intensity for urban land benefits both ecological protection and living spaces. We selected 222 municipal cities in China and measured the development intensity of urban land as the proportion of construction land to total land from 1997 to 2009. Agglomeration features for the development intensity of urban land were higher in the Yangtze River Delta, Pearl River Delta, and Beijing-Baoding-Shijiazhuang-Xingtai- Zheng zhou-Luoyang area, and lower in western China. Development intensity is higher in the capital city of a province, and there is insignificant difference between and within provinces. Development intensity of urban land increases with the size of cities. There was a significant positive correlation between economic growth, urbanization, industrial structure and the development intensity of urban land. Land planning policy had no significant negative effect on the development intensity of urban land in the national model. It it is necessary to adopt differential measures to control development intensity. In order to maintain development intensity of urban land at a reasonable level, measures such as changing economic growth patterns, land management policies and urban planning, promoting urbanization and urban industry distribution in reasonable ways must be implemented.
