摘要 为定量评估华东"世界一流调度"建设成效,指导工作方向,设计了"世界一流调度"指标体系。介绍了指标体系的构建,借鉴了平衡计分卡、层次分析法和因果分解法等方法论,实现了包含目标层、准则层和因素层等三层级的体系架构,以及运行绩效、内部运营、保障支撑、创新发展等四维度的涵盖范围。指标体系架构分析维度全面、系统结构合理、层次逻辑严谨,是衡量"世界一流调度"的建设成效、监控建设方向不发生偏移的有力保障。 In order to quantitatively assess the effectiveness and.achievement of "Best Dispatching" construction,and guide the working direction,ECGC designed a set of Index System.In this paper,it introduces the structure of the index system,which drew on Balanced Scorecard,AHP and Causal Analysis methodologies,including "Goal,Criteria and Factor" three levels and "Operational performance,Internal operation,Resource security and Innovation and development" four dimensions.The index system has comprehensive analysis dimensions,systemic and logical structure,can effectively measure the output of best dispatching construction and strongly support to control the forward direction.
