摘要
基于仿真的采办（Ｓｉｍｕｌａｔｉｏｎ Ｂａｓｅｄ Ａｃｑｕｉｓｉｔｉｏｎ， ＳＢＡ）是 ９０年代中期出现的仿真新技术。基于仿真的武器系统采办与管理的目标是：（１）大量减少武器系统采办过程各个阶段所花费的时间、资源和风险等；（２）在减少武器系统采办全周期各个阶段总体费用的情况下，确保提高武器系统质量、军用价值和战场支撑能力等；（３）在整个采办生命周期内，使得集成化的生产和过程开发成为可能。该文简要地介绍了武器系统ＳＢＡ的概念，讨论了我国开展ＳＢＡ研究的必要性。
Simulation Based Acquisition(SBA) is a new technique emerged in the mid 1990s. The goals of SBA are to: (1) Suhatantially reduce the time, resources, and risk associated with the entire acquisition process; (2) Increase the quality, military worth and supportability of fielded systems while reducing total cost throughout the total life cycle; and (3) Enable integrated product and process development (IPPD) throughout the entire acquisition life cycle. This paper briefly presents the concepts of SBA of weapon systems and discusses the necessity to study SBA in China.
