摘要
本文提出用“系统策划”比“策划”为好。系统策划连同系统分析和系统实 施构成系统工程的总体内容，可形成系统工程的一个旋进式三角循环（俗 称“金三角”）。文中提出元方法论概念，即指能科学地产生方法论的方法 论。在系统策划中，可以采用两种元方法论，即自组织系统方法论和旋进 式系统方法论，借以科学地产生出新的方法论，从而提高系统策划的水 平。
In this paper it is proposed that the technical term'System ST-Planning'is better rather than'ST-Planning'(Strategy-Tactics-Planning). The Systems Engineering in the whole could be structured by the Systems Analysis,Sys- tems ST-Planning and Systems Implementation,i. e. the Spiral Propulsion Triangle Cycle (with other word'Golden Triangle'). The Meta-Methodolo- gy,which is the methodology able scientifically to generate methodologies, is proposed in this paper. whth respect to Systems ST-Planning,there are two kinds of Meta-Methodology, i. e. Self-organization Systems ST-Plan- ning and SPIPRO Systems ST-Planning, by which the new methodology could be scientifically produced for Systems ST-Planning and its level could be rised too.
