摘要
当前,我国针对孤儿社会支持体系的研究已经在理论上得到了高度重视,但是与其相类似的另一类群体事实孤儿却被遗漏在研究视域范围之外,因而对事实孤儿的社会支持问题进行考量具有重要的理论意义。在对四川省凉山州布拖、昭觉、金阳三个县的事实孤儿进行的相关调研中,事实孤儿的社会支持系统仍然非常脆弱:目前亲属和家族仍然承担着事实孤儿照顾的最主要责任,邻里和村民的社会支持是事实孤儿社会支持网络的最重要辅助方式之一,而政府和集体组织的社会支持无论是在制度运行还是在资助力度上都出现了显著的不足。基于此,应当将事实孤儿纳入到"普惠型"社会政策的体系之内,通过合理划定社会支持主体的责任来健全事实孤儿的社会支持体系。
It has been in theory attached great importance to study the social support system for orphans in China at present. However, a similar group the real orphans has been set outside the scope of academic field. After investigating in Butuo, Zhaojue, and Jinyang counties of Liangshan prefecture in Siehuan province, we found the real orphans are suffering with worse situation that only the relatives and families are holding responsibility of taking care of real orphans, so do the neighbors and villagers. However, the governments and collective organizations are still far away from the real orphans community＂ needs. The real orphans community should be integrated into social guaranty system so it is significant to build ap- propriate social support for them.
