摘要
水源是一个城市建设和经济、社会发展的重要保障和基础,城市建设的扩大、城市人口的增加、工业的发展需要有充足的水源保障。楚雄市地处滇中干旱少雨地区,城市水源不算丰富,加强城市水源生态保护具有十分重要的意义。文章依据国家现行相关法律法规和政策,借鉴其他地区水源地补偿实践经验,结合楚雄市发展定位和发展战略,选择楚雄市九龙甸、西静河水库两大主要城市水源地作为研究对象,通过对楚雄市城市水源地生态保护现状及存在问题的调查分析,提出通过建立城市水源地生态补偿机制等方式来解决城市水源地生态保护中存在的问题,为楚雄市乃至全省有效实施城市水源地生态保护提供参考。
According to the current national relevant laws and regulations and policy,drawing lessons from other areas of the water compensation practice & experience,combining development orientation and development strategy for Chuxiong City,Jiulongdian and Xijinghe reservoir two major water resources of the city were selected as the research object.Through investigation and analysis on present situation and existing problems of water ecological protection in Chuxiong city,it was put forward the city water ecological compensation mechanism for resolving city water ecological protection problems for the Chuxiong city or Yunnan province.
