摘要
通过对我国地方政府债务债务规模考察、成因分析、风险分析,得出"我国地方政府债务正在酝酿一场危机,从表象看是财政管制危机,但可能不只是财政管制危机,可能引发财政整体危机,甚至不排除引发政府全面治理危机爆发的可能"。针对当前我国地方政府债务的现状,"对现有债务处理措施、改革现有财政制度、建立地方政府发债制度、建立公共财政制度"等是现实可行的建议。
In this paper,By studying Chinese local government debt scale,analyzing cause and risk,we draw the conclusion ＂local government debt in China is brewing a crisis,from appearance,it is the crisis in the financial control,but it may not only financial control crisis,it may lead to financial overall crisis,or even may cause the Government＇s overall governance crisis.＂ Finally,starting from a financial perspective,we propose four policy recommendations of ＂measures on existing debt,the reform of the existing financial system,the establishment of local government bond issuance system,the establishment of a public finance system＂.There is great significance to the effective prevention of local government debt crisis.
