摘要
通过演进博弈模型对战略性新兴产业决策内在行为机理给予理论分析,并以此剖析其结构趋同效应、成因和策略选择。研究表明,资源禀赋和转型升级型产业结构趋同通常为合意性趋同,而外部引进和羊群跟随型通常为非合意性趋同;战略性新兴产业内在特征及发展要求,以及现行制度性缺陷是造成战略性新兴产业非合意性结构趋同的主要原因;遵循区域生产力布局、实现传统主导优势产业裂变或内涵式转型升级、实施区域产业经济利益补偿与分享、加快区域行政性资源配置向市场化配置转变是有效规避这一结构趋同的策略选择。
In the paper there is the theoretical analysis on the intrinsic mechanism of the strategic emerging industrial decision-making by the evolutionary game,and thus make the analysis on its structural convergence effects,causes and countermeasures.The analysis results show the resource endowment and transformation upgrading industrial structural convergence is the consensual convergence,but the introduction and flock to follow industrial structural convergence usually is non-consensual convergence;the strategic emerging industrial intrinsic characteristics and its development requirements,and the current institutional defects are the main causes that bring about its non-consensual industrial structural convergence;To effectively avoid the convergence of the strategic emerging industrial structure,we need follow the regional productive forces distribution,realize the transformation and upgrading of the classical dominant industries by the fission and connotative development ways,carry out the regional industrial economic interest compensation and sharing measure,accelerate the transformation from administrative resource allocation to market-oriented resource allocation.
