摘要
在气候变化的科学原因尚未明晰的背景下,低碳发展作为一种新兴发展理念,已经融入我国的战略发展规划和绩效考核体系当中。文章深入反思我国推进低碳发展转型的动力和内涵,指出现阶段我国低碳发展的实质是温室气体的增量总量控制,根本目的是推动社会经济的发展方式转型,而实现低碳发展目标的有效途径是强度减排。基于内涵剖析,文章认为我国的低碳发展战略重在促进社会经济的转型发展,而不能被"低碳"这个概念所束缚,对碳减排的绩效评估应注重探索在保证碳排放强度下降的前提下实现经济又好又快发展的可行路径。
Although there are still few definitive conclusions on the global climate change, low carbon, as an emerging idea, has been integrated into the strategies making process and the performance assessment in China. This paper takes the driving force and connotation of low carbon development transformation into considerations, the main findings include that： the current substance of low carbon development in China is the increment control, its primary purpose is to promote economic restructuring and the most effective way is the intensity program. On the whole, the low carbon development transformation is to explore how to facilitate the sound and rapid economic development on condition that the low-carbon development goals and the reduction target of the intensity of carbon dioxide emissions were achieved, rather than being bound up by the notion of ＂low-carbon＂.
