摘要
从学理角度探究什么是城乡发展一体化、为什么要积极推动城乡发展一体化,以及怎样推动城乡发展一体化,依据一定的理论体系,探索一条适合我国国情的城乡发展一体化道路。这条道路就是从城乡全局出发,依靠政府、市场、社会的力量,进行科学规划,深化体制改革,创造公平的市场竞争环境,促进要素的双向流动,尊重城乡居民意愿,加强社会管理创新,逐步消除城乡二元经济、社会结构,最终实现城乡之间经济、政治、社会、文化、环境协调发展。
This paper explores the theories related to integration of urban and rural development, including the definition, theoretical support and operational mechanisms of integration of urban and rural development, which tries to construct a complete theoretical system, and explore the path of integration of urban and rural development suitable for China＇s national conditions. This path could be summarize as follows： to rely on the government, market and social power, to make unified planning based on the overall situation of urban ＂and rural areas, to deepen the reform of relevant systems, to shape a fair market competition environment, to promote the two-way flow of production factors, to strengthen the social management innovation, and gradually eliminate the urban-rural dual economic and social structure, and finally achieve the economic, political, social, cultural and environmental coordinated develooment.
