摘要
为加强国内铁路建设监理管理工作,根据铁道部要求,自2010年我国在建高速铁路开始实行外方质量代表的管理模式。对国内监理现状进行分析,并结合杭甬铁路客运专线自实行外方质量代表管理模式以来的情况,特别是对出现的问题进行了深入剖析,总结管理经验,提出了对外方质量代表管理模式的建议,可为今后外方质量代表管理提供了参考。
In order to strengthen the supervision management for domestic railway construction,based on the requirements from ministry of railway,China has implemented a management mode – foreign quality representative into the high-speed railway construction since the year 2010.This article analyses the domestic actual supervision situation and dissects the situations especially the problems occurred since the foreign quality representative management mode performed in Hangzhou-Ningbo Passenger Dedicated Railway Line as well as summarizes the experiences and suggestions to this kind of management mode which provides reference to the foreign quality representative management mode in the future.
