摘要
当前,中国食品药品安全陷入市场失灵与政府失灵的双重困扰,社会治理成为纠治双重失灵的必然选择。然而,在当前中国的社会、经济制度环境下,还存在着诸多妨碍社会力量参与的因素。从政府视角而言,全能政府的"路径依赖",极大地压制了社会参与程度;从社会参与主体而言,存在着自身能力不足,缺乏参与激励动机和保障机制等问题。政府应该改善和创新有利于社会力量参与的制度环境,构建有效的社会治理结构,改善食品药品安全的治理绩效。
At present, China＇ s food and drug safety falls into market failure and government failure, social governance becomes the inevitable choice of correcting this double failure. However, in the current Chinese socially, economically environment, there are many factors that hinder the participation of social forces. From the perspective of government, the ＂path dependence＂ of the almighty government greatly hinders the participation of social force; in term of the subjects of social participation, they lack e nough ability, incentive and guarantee mechanism. Therefore government should improve and innovate institutional environment that be helpful social forces to participate in and construct social governance structure, improving food and drug safety governance performance.
