摘要
分析社区共享学校体育场馆的基础和潜力,探究困扰学校体育场馆向社区开放的障碍因素,研究相应的促进策略。研究方法:主要通过经验总结法、文献资料法。结果与分析:社区居民共享学校健身场馆设施的需求十分迫切,我国的各级各类学校拥有丰富的向社区开放的体育场馆资源,且从与西方发达国家的对比来看,潜力十分巨大。当前,困扰学校体育场馆设施对外开放的障碍因素主要有校园安全问题和人力财力负担问题。结论与建议:进一步出台政策实施细则、总结经验因地制宜采取合适的开放管理模式、拓展投融资渠道、落实责任保险加强安全管理等推进策略,积极稳妥地推动具备条件的学校体育场馆更多更好地向社区开放。
To analyze the foundation and potential for community to share school sports facilities, explore the obstacle factors impeding their access of the public, propose corresponding promotion strategies. Methods： experience summa- rizing, literature data collecting. Results and analysis： the demand of community residents to share school sports fa- cilities is very urgent, there exist a large number of sports facilities in various types of schools at all levels in China, which may be opened to the community. In comparison with developed western countries, the potential is huge. Cur- rently, the main problems to impede the school sport facilities to be open to the outside world are campus safety and human-- financial burden. Conclusion and suggestion： to introduce policy implementation details further, sum up e~ perience being suitable to local conditions and take appropriate open mode, expand investment and financing channels, fulfill responsibility insurance to strengthen safety management, actively and steadily promote qualified school sports facilities open to the community more and better.
