摘要
为探索既能保护水能自然资源的生态性,又能合理利用水能资源为地方经济发展服务的面向新农村的生态水电建设发展模式,在分析农村水电建设存在问题的基础上,从技术和制度两方面进行了研究,提出了农村生态水电建设的框架,从技术、生态、经济、社会、管理5个方面,确定了12个准则指标和20个影响因素,并建立了评价模型,可对流域生态水电建设进行综合评价。同时,对评价模型进行软件化,嵌入式地开发GIS平台,以便于评价结果的直观展示。浙江甬江流域的实例分析表明,采用流域综合治理和注重惠农政策的水电循环经济推动模式有利于农村生态水电建设,评价结果符合实际。
For searching a new pattern aiming at rural ecological hydropower construction, which can not only protect ecological characteristics of hydroenergy resources, but also service local economic development via reasonable utilizing hydroenergy resources, based on current problems, from two aspects of technology and system, the framework for rural ecological hydropower construction was put forward including five aspects of technolo- gy, ecology, economy, society and management, as well as 12 rule indexes and 20 effect factors. Meanwhile, evaluating indicator system was es- tablished and offer overall merit on basin ecological hydropower construction. Moreover, it translated evaluation model into software, and introduced flushbonading GIS platform to realize evaluation results visual display. Case study on Zhejiang Yongjiang basin shows that the pattern of hydropower circular economy including basin comprehensive control and emphasizing benefit farming policy is beneficial to ecological hydropower development and the results are in accord with reality.
