摘要
党河灌区地下水资源初始配置既要保障经济社会用水,又要考虑生态的可承受地下水位。在地下水资源初始配置过程中,应根据水资源可配置量以及灌区特点,建立不同行业水资源的配置方案,并采取先进行地表水的水权分配,不足部分将地下水作为补充的原则进行地下水水权分配。根据该方法提出了党河灌区允许开采量、最优开采量条件下地下水水权初始配置方案。
The initial configuration of groundwater resources is necessary to protect the water for economic and social use and groundwater depth to meet the ecological safety. The amount of water resources and characteristics of the irrigation area should be considered to set up configuration pro- gram when groundwater resources are initially allocated. Moreover, water right allocation of surface water has priority, and the deficient part will be supplied by groundwater. Based on the method, the initial groundwater allocation about allowable withdrawal and optimal extraction in Danghe irri- gated area was put forward.
