摘要
介绍了黄河河南段引水用水区概况和水资源开发利用情况,针对中原经济区建设对黄河水资源的需求,从新开工建设的引黄取水工程和引黄调蓄工程等方面分析了黄河水资源保障体系建设,提出了水资源保障体系建设的对策:①加强流域和区域水资源管理,严格实行用水总量控制制度;②强化用水定额管理,全面推进节水型社会建设;③强化水污染治理,严格控制入河排污总量;④科学调度,优化配置黄河水资源;⑤建立最严格的水资源管理与责任考核制度。同时,对水资源承载能力、引黄调蓄工程建设方案等需要研究和解决的问题进行了分析。
It surveyed the intake area and water resources development and utilization of the Yellow River. Water resources guaranlee system con- struction was analyzed from the aspects of newly-started water diversion for intaking project and water diversion for regulation and storing project ai- ming at the demand of water resources of central plains economic zone building. The countermeasures of water resources guarantee system construc- tion are proposed：①basin and local water resources management should be strengthened and water using total quantity control system should be strictly implemented; ②water quota management should be strengthened to entirely advance water saving society construction; ③water pollution regulation should be consolidated to exercise strict control over pollution discharge gross into the river; ④water resources should be in optimal confi- gaurtion through scientific scheduling ;⑤the most strict water resources management and duty check-up system should be set up. At the same time, water resources carrying capacity and water diversion for regulation and storing project construction, ect. was analyzed in tile paper.
