摘要
农村基础教育评价制度改革的基本目标是以全面实施素质教育为核心,深化课程、教学和评价体制改革,推进教育管理法制化进程。基础教育质量监测是农村教育评价制度法制化的基础,其根本任务是要规范评估基础教育教学质量,科学建构中小学学业成就评价体系,以建立有效的适合农村教育发展的质量监测体系。农村基础教育评价制度改革需要依法治理,其立法规制应进行系统化的政策体系设计,并建立有效的运行机制,加强教育主体依法治教的能力建设等。
The main goals to the rural basic education evaluation system reform is to carry out the quality education as the core, to deepen reform of the curriculum, teaching and evaluation system reform, and to push on the legislative course of the education management. The quality monitoring of basic education is legislative foundation of evaluating rural education. The basic task is to standardize and evaluate the teaching quality of basic education in rural area, and to construct scientifically academic achievement evaluation system of primary and secondary school in order to construct the monitoring system that adapts to development effectively in rural education. The refoml of basic education evaluating system in rural area must be managed legislatively, and its rules and regulation should be designed systematically. Working systems should be constructed effectively and capability construction that educational subject is to manage education legislatively should be improved.
