摘要
永久基本农田制度是在第二次全国土地调查的基础上,根据全国农用地的分等定级而划定基本农田,并对划定部分进行永久保护的基本农田保护制度。阐述了永久基本农田制度的重要性,分析了建立永久基本农田制度的可行性和艰巨性,从土地利用总体规划的修编、耕地后备资源的储备、工作机制的健全、监管力度的加强、保护补偿机制的建立、相关法律法规的完善等方面提出保障永久基本农田制度良好运行的建议。
The permanent basic farmland system is an everlasting protection policy over the basic farmland demarcated according to the national arable land gradation, which is based on the second national land survey. The author reviewed the importance of permanent basic farmland system and analyzed the feasibility and difficulty in establishing permanent basic farmland system. Suggestions for the smooth function of the permanent basic farmland system were proposed from the perspectives like revising overall plan for land utilization, preparing arable land backup, improving of the working mechanism, enhancing supervision, setting up compensation policy for the allotted basic farm land, and perfecting relevant laws and regulations.
