摘要
水利水电工程建设征地移民涉及面广、政策性强、关系复杂、信息量大、影响深远。新时期水利水电事业面临大好发展机遇,同时对征地移民工作的科学性和规范化、效率和质量、公众参与等提出了更高的要求。信息化和技术创新是提升移民工作水平的主要举措。讨论了征地移民信息化建设的意义,回顾了征地移民信息化建设实践,提出了信息化的框架体系和技术创新方向,分析了存在的问题并提出了建议。
Land acquisition for construction of water conservancy and hydropower project has the characteristics of wide range, policy complex, complicated relations, large amount of information and profound impact. In the new period, the hydropower de- velopment faces fabulous development opportunity, which requires higher demand for the scientific and standardization, efficiency and quality, participation of the public of land requisition. The significance of resettlement informatization is discussed and the practice of resettlement informatization is reviewed. The direction of informatization framework and technical innovation is pro- posed; the existing problems are analyzed and the countermeasures are provided.
