摘要
新型农村合作医疗制度是农村最主要的医疗保障制度。论文基于对苏南三个地区的调查数据,运用多元Logistic回归模型分析了新农合模式与农民就医行为之间的关系。结果表明,新农合制度的不同模式对农民就医行为产生显著影响。在个人缴费比例低、财政补贴高的模式下,农民及时就诊率较高;低缴费标准、高补偿水平的模式,并未导致农民选择高级医疗机构就诊;较高的补偿水平,也未导致农民过度利用医疗资源。为了实现新农合制度的可持续发展,必须进一步加大政府补贴,增强农民参保信心,建立农村医疗机构分级补偿机制。
The new rural cooperative medical system is one of the most important rural medical security systems. The paper based on the survey data of the three Sunan regions and with the use of the multivariate logistic regres- sion model analyzed the relationship between the new rural cooperative mode and farmers＇ health seeking behav- ior. The research results showed that the mode factor is a significant factor influencing farmers＇ health seeking behavior. The modes of low individual contribution and high financial subsidies better enable farmers to timely visit hospital after illness; the high reimbursement mode does not necessarily lead to the over-utilization of medi- cal resources; the low payment standard and high reimbursement mode does not lead farmers＇ choice of ad- vanced medical institutions for treatment. In order to achieve the sustainable development of the new rural coop- erative medical system, we must continue to strengthen the government subsidies, enhance farmers＇ confidence in participation and establish a grading compensation mechanism.
